Preamble: We, that of the original founders hereto, hereby create that of the organization/clan/fleet/guild known as The Risen Phoenix. The Risen Phoenix is an independent entity from that of the ashes of its former self under its old affiliation of another clan/fleet/guild.
Purpose: The Risen Phoenix is an entity formed for the purpose of bringing together individuals who enjoy, play multiple game titles on and through the internet. The Risen Phoenix, while maintains an military organization for the means of organization we don’t enforce that which conflicts with our number one rule, that is Real Life comes first and Gaming comes second. While also respecting all brotherhood which includes all members (women, gender, sexual, culture, religion) regardless of how far the chain they are, we must at all time maintain the unity among all members.
Article 1: The Risen Phoenix is much too large to maintain for any one person to oversee directly. All day to day operations are conducted through multiple layers within the organization known as the Risen Phoenix. Each area is maintained by that of progression of rank structure to maintain concise, information which is flows throughout the clan/fleet/guild.
The Risen Phoenix maintains the clan/fleet/guild through 3 layers of leadership roles and responsibilities.
The Following positions are and have been created by right of the Charter of the Risen Phoenix as following:

The First Tier where selected by that of and through the most capable and experienced officers to take up the positions of and is known as the Lordship. Whenever there is a vacancy exists among the Lordship, it will fall to that of the Command Staff and through those of the most dedication to become a Lord within the First Tier. The Lordship will never exceed one Fleet Admiral, one Executive Admiral, one Vice Admiral and Grand Admiral is held by the Founder of the Risen Phoenix upon its rise from the ashes of what was before.
Grand Admiral: The title of “Grand Admiral” is an honorary position, the person which holds this position known as the “Founder” has no legit powers within the lordship, and this excludes the approvals of updating of internal documents which have and would have fundamental changes to the structure and core of what is known as the Risen Phoenix.
The Grand Admiral at no time, has no authority to interfere in the day to day operations within that of and what is detailed and known as the “Command Staff” “Lordship”, this also includes the participation of what is known as “Division Commanders” . The purpose and reason behind it is to all those known as Lords take an hands off approach, this includes no interference of command of such known as the “Division Commanders” as anyone with the held title Grand Admiral will have no command authority when participating in any area of what is known as the “Division Commanders”. Excluded is that when and if a “serious situation” arises that the Grand Admiral will refer to that of the “Lordship” “Command Staff”.
The Grand Admiral will be respected at all levels upon entry of any game/tournament/communication external or internal in which he is participating in.
Fleet Admiral: Oversees and coordinates all Risen Phoenix operations. This includes and shall also have the responsibility for the day to day operations within what is known as the Risen Phoenix and is empowered to take all actions he/she deems necessary to protect the overall health, integrity of what is known as the Risen Phoenix, including the power to declare war on another clan, with the approval of and consultation of the Executive Admiral, Vice Admiral with the advise and consent of what is known as the “Command Staff” which effect that of the Division.
The Fleet Admiral is responsible for the appointment of an investigation to and what is known as the “Command Staff” to proceed in finding and resolution and resolve of all parties external or internal.
The Fleet Admiral at no time, has no authority to interfere in the day to day operations within that of and what is detailed and known as the “Command Staff”, this also includes the participation of what is known as “Division Commanders” . The purpose and reason behind it is to all those known as Lords take an hands off approach, this includes no interference of command of such known as the “Division Commanders” as anyone with the held title Fleet Admiral will have no command authority when participating in any area of what is known as the “Division Commanders”. What is excluded is that when and if a “serious situation” arises that can’t be dealt with or through the proper chain of command. If upon an observation that is observed will be relayed to the proper chain of command to be dealt with.
Upon unforeseen circumstances, if something would occur the line of session will be observed.
Executive Admiral: overseas deployment, personnel assignments and is responsible for the overseeing and coordinates of all gaming activities as well as approving of qualified individuals by and what is known as the “Command Staff” for the purpose of being promoted or otherwise. The XO will also oversee the application process and reserves the right to question if a person which applies to the clan/fleet/guild can be denied if the XO feels there is a conflict of interest even if the personnel dept staff approves it.
The XO also works in close relationship with the Fleet Admiral for overseeing the day to day operations of what is known as the Risen Phoenix clan/fleet/guild.
The Executive Admiral at no time has no authority to interfere in the day to day operations within that of and what is detailed and known as the “Command Staff”, this also includes the participation of what is known as “Division Commanders”. The purpose and reason behind it is to all those known as Lords take an hands off approach, this includes no interference of command of such known as the “Division Commanders” as anyone with the held title Executive Admiral will have no command authority when participating in any area of what is known as the “Division Commanders”. What is excluded is that when and if a “serious situation” arises that can’t be dealt with or through the proper chain of command. If upon an observation that is observed will be relayed to the proper chain of command to be dealt with.
Upon unforeseen circumstance or in the case of leave of absence, the Executive Officer will assume command of what is known as the Risen Phoenix clan/fleet/guild. If something occurs in which the duties cannot be faithfully executed by that of the XO, the line of session will be observed.
Vice Admiral: Oversea deployment orders to what is known as the “Command Staff” by and per orders of the XO. Will also oversee personnel assignments and is responsible for the overseeing and coordinates of all gaming activities as well as approval of all qualified individuals by and what is known as the Command Staff for the purpose of being promoted or otherwise. This includes the application process of new and returning members to that of the Risen Phoenix.
Communication between that of the Vice Admiral and what is known as the “Command Staff” will be observed. Will also observe, maintain any conflict in which the “Command Staff” has in the means of questions and concerns that need the attention of and what is known as lordship.
Will also oversee; implement any concerns in which aren’t being observed. This includes external and internal relations with other clans/fleets/guilds will be conducted through the office of the Vice Admiral. Works closely with staff members within the clan to promote recruiting, by leading the efforts in recruiting campaigns using members and resources we have available to accomplish the tasks.
Upon unforeseen circumstance or in the case of leave of absence of the Fleet Admiral, Executive Admiral, the Vice Admiral will assume command of what is known as the Risen Phoenix clan/fleet/guild. If something occurs in which the duties cannot be faithfully executed by that of the XO, the line of session will be observed. If the unforeseen event, situation occurs which is out of the hands of the Fleet Admiral or the Executive Admiral the Vice Admiral will become that of the Fleet Admiral, at which time the “Command Staff” will decide and elect through the points system who is qualified to assume the duties of the Executive Admiral, on an temporary, long term or permanent.
Suspended: Lordship Admiral “Advisor”: 1) Purpose: The title of Admiral, also known as an “advisor” is held by those that were once part of the lordship, as a advisor the duty is to ensure the integrity of and those within the lordship, if changes that could be seen or held to be fundamentally dangerous to the structure and core of what is known as the Risen Phoenix it is the duty of the “advisors” to recommend appropriate measures are taken to ensure stability of what is known as the Risen Phoenix. Recognized RPHX Members that were part of the Lordship Council and have been granted the permanent status of Lordship Advisor to the RPHX are as follows:
2) General Powers
The Lordship Advisor has no power to put the fleet into a war or to enact War Time Operations. The Lordship Advisor may advise the Lordship to take such action.
The Lordship Advisor may act as a Diplomat or Ambassador only if the Lordship requests that person to act in that capacity. Once agreed to act in that capacity, the Lordship Advisor will wear a “dual hat” of Lordship Advisor / Ambassador and report directly to the Lordship Council and no others.
3) Reinstatement to Active Duty
If that of a “advisor” wishes to regain a rank of what is known as the Risen Phoenix, they will be reinstated to a rank that is approved and agreed upon by what is known as the Lordship/Command Staff.
An “advisor” will inform lordship/command staff of a desire to return to rank, upon approval a “advisor” gives up all rights and responsibilities that were once granted to the position of “advisor” and will regain normal ranking position by approval of Lordship / Command Staff.
If a former Lordship Admiral, also known as an advisor converts to the agreed rank by that of what is known as the Lordship/Command Staff, that individual is no longer eligible to hold any privilege that was granted under Lordship Admiral, also known as advisor.
Note: Please look at what this provision is and has stated above.
Spirit Clause
The purpose of the “spirit clause” is for a safeguard that ensures that if a sitting Fleet Admiral is in violation of the spirit clause, this includes that of Lordship. This is to ensure that a Fleet Admiral does not act or portray an “Iron Fisted Rule”, or turn the RPHX into a “Totalitarian Regime”, which is detrimental to the core principles that were enacted upon our founding.
The Spirit Clause is designed to maintain the core spirit and legacy of the Brotherhood as defined in the following:
- The Spirit of Brotherhood amongst all Command Staff / Admirals that must be conveyed down to the junior ranks.
- The Spirit of Teamwork. This fosters success and dedication amongst all Brothers and Sisters of the organization.
- The Spirit of Unity amongst the Command Staff / Lordship. The CS / Lords must act and operate as a team in order for organizational success to bear fruit.
The Fleet Admiral may only be removed by that of the Advisory Council also known as the Lordship Advisors.
If this clause is put into effect or invoked by an “advisor”, it is the duty of the “advisor” to bring the situation to the attention of the “Command Staff” and other “advisors” while informing that of the other Lordship that aren’t being accused of violating the Spirit Clause.
During this time, the person accused will be relieved of duty until the investigation is complete and resolved, during this time that of the proper protocol of secession will be observed.
5) Lordship / Admiral Sanction and / or Removal of Command
If a “bad admiral/lordship” is removed, formal charges will be made and recommended to a fact finding investigation for the purpose of formal charges of removal from the Risen Phoenix fleet/guild/clan.
Final decision on removal after findings of the investigation, all facts will be brought to the attention of those not being accused, including command staff and advisors for final thoughts, recommendations by the investigation team.
Upon final decision, a vote of 2/3 majority of command staff and advisors will preclude the final decision. A person from the command staff will inform the individual of the findings and final vote, which will entail recommendations “if” that person is to be removed or further recommendations
6) Conclusion
The entire goal of the Lordship Advisor is to act as not only an Advisor to the Lordship, but as a Guardian of the Brotherhood and its health and longevity. Courtesy and Respect to the Advisors will be granted, as well as will retain areas of importance of function and operations per request of Lordship.
Command Staff: The name “Command Staff” refers to an organization which is currently considered the core of checks and balances within the clan/fleet/guild which is known as the Risen Phoenix. This “Command Staff” maintains this balance by following with the tradition of continuing a level of professionalism as embodied by the Fleet and its members.
The “Command Staff” is lead by two (upper) Rear Admirals and a number of (lower) Rear Admirals. The “Command Staff” is responsible for keeping the pulse of rest of the Fleet by their activity within both the games and forums. They are the ones on the front lines that monitor the actions of the Brothers and Sisters of the Risen Phoenix and pass on to the Vice Admiral (and the rest of the Lordship) any problems with members, recommendations for the site, servers or The Brotherhood in general.
The “Command Staff” member will take on more responsibility than that of the average member by doing things such as running a division, performing a task(s) as set out by the Lordship, moderating the Risen Phoenix site, being admin on the server for one of the game(s) the Fleet plays, etc.
The “Command Staff” will show the other members what it means to be an Upper Officer of the Fleet through not only their actions but by the way they present themselves whether in game, on voice chat, or in written word on the site.
Relationship in the Command / Admin Structure
The Command Staff Council sits directly below the Lordship Council in the Command / Administration Hierarchy of the Brotherhood of The Risen Phoenix. They are above Junior Officers and Enlisted.
1. Membership
Command Staff Members are the most experienced players as well as the most loyal brothers and sisters of the RPHX. They are selected based on certain benchmarks and criteria specifically achieved by the members selected. Command Staff Members must have completed the following criteria:
- Serve as a Brother or Sister in the RPHX for no less than 1 Calendar year.
- Attain the rank of Commodore or above. From Lordship vote only
- Previously served as a Division Commander or a Department Commander.
- Previously performed a Fleet Wide Collateral Duty for an extended period of time.
- Have character that is beyond reproach.
- Have undying loyalty and dedication to the RPHX.
- Have earned the trust and respect of other Command Staff Members.
- New Command Staff Members must be selected and confirmed by the sitting Command Staff and Lordship.
The Command Staff has a set number of seats that is in direct proportion to our current membership. This shall be adjusted as the need suits due to seasonal expansion / contraction. There is one seat on the Command Staff, specifically set aside for Enlisted Representation and is filled by the sitting Master Chief Petty Officer of The Brotherhood.
Associate Membership is grated to certain individuals that are not of the Commodore or above Rank, but hold Fleetwide Collateral Duties, i.e, Communications Officer, Fleet Recruitment, Protocol Compliance, etc. Associate Members can make recommendations to the Command Staff and submit suggestions but do not have a sitting vote with the Command Staff Official Voting Process
Note: The Lordship will set minimum and maximum numbers of Command Staff members and Associate Command Staff members that are needed and desired and will relay that information to the Senior Command Staff member(s) for recommendation .
2. Roles and Duties
The Command Staff are Stewards of the RPHX. They act as a unified RPHX Leadership Body. They are the eyes and ears of the RPHX at all times. Their group decisions can change the tide of a war, extend a hand in friendship or mold the RPHX for future operations. The Command Staff at certain times can act as:
- A Privy Council to handle Enlisted and Junior Officer Matters.
- A Judge Advocate General Board, to discipline offending members.
- A War and Security Council, to guide and control the planning of Offensive Operations.
- A Promotion Board for Junior Officers.
- Can extend Diplomacy Contacts (with recommendations from the Fleet Diplomat).
- An Awards / Commendation Board for deserving Brothers and Sisters.
- As a Type Command to Oversee Departments and Divisions.
NOTE: Command Staff Members CAN command Divisions. That restriction has been lifted. They CANNOT forcibly take over a division, unless invited to command.
All decisions and recommendations that do not deal with an immediate Security Threat/ Matter will be submitted to the Lordship Council for action, enactment and solidification. All Immediate or Emergency Security Threats/ Matters will be handled immediately with a Follow Up Notification to the members of the Lordship Council, defining the situation and action taken.
a. Infrastructure Security Responsibilities
The Command Staff is authorized to make Security Level Increases in Readiness in response to Potential or Perceived External Threats to RPHX Assets and Infrastructure. Only the Lordship Council can decrease or “relax” a level of Security Readiness after a threat has passed once satisfactory reason has been approved by the Command Staff via recommendation. Command Staff will be required to define the reason for the increase in the Security Level.
b. Personnel Security
The members of The Command Staff have a specific duty to maintain a clean and harassment free environment on the RPHX Forums and the RPHX Communications Server (TS3). If a Command Staff Member or an Associate Command Staff Member finds that a player, not in the RPHX, harasses, threatens or is discriminating against a member of the RPHX in an unprovoked attack, The Command Staff Member will handle the situation in the most expedient manner possible and submit a report to the Full Command Staff and Lordship, outlining the situation, actions taken and recommendations for future / further action. If further action is needed, that action will be taken by either the Senior Command Staff member(s) or by the Lordship
b-1. Members of the Command Staff, barring real life issues, are required to be active on TS. Only members of the Command Staff (and Specifically Designated Collateral Duty Personnel) will have a Green “S” shield and will be held to and uphold the TS Rules and Regulations. Command Staff members are authorized to handle any disruptions on the TS server in the appropriate way outlined in the TS Rules and Regulations. If a ban is issued by a Command Staff member, they are to document everything that let up to the ban to the rest of the Command Staff and Lordship.
c. Future Planning / RPHX Fleet Course Charting
The Command Staff has the unique opportunity of assisting in the charting of the RPHX organizational course for the next calendar quarter or year. The Command Staff can gather information for a creation of an Internal Program or Future Game Participation Outline. Programs or Participation Outlines should be briefed by the Command Staff in a meeting setting in order to construct a solid proposal to the Lordship Council for enacting and solidification. Outlines and Proposals should be voted on by all members of the Command Staff and must have a 2/3 majority before it can be presented to the Lordship for consideration. Lordship can send a new proposal down to Command Staff for approval and send it back up to the Lordship with recommendations for improvements. Lordship may also send Command Staff proposals back to Command Staff requesting clarifications or suggestions for improvements.
3. Conduct
Command Staff Members must work together to iron out differences in policy, procedures and operations. This is in order to develop a solid working relationship among Command Staff Members and a General Unity among the Command Staff Body.
Lead by example.
Due to the unique powers of the Command Staff of the RPHX, conduct in all capacities must be impeccable and disciplined. If a Command Staff member is found to have violated the Code of Conduct and abused the trust of Command Staff Membership, Disciplinary Actions will occur. Disciplinary action will be taken by Lordship and Senior Command Staff member(s) only.
By authority granted by the Lordship of the Risen Phoenix Fleet i hereby declare a super-majority ratification of the Charter of the RPHX on this date November 23rd 2011.
